The fastest approach to such a huge task would be to find the easiest skill to raise and to exclusively focus on that for leveling purposes. Fortify Enchanting potions can be bolstered by a few perks. Potions created with such ingredients enable the user to create more powerful enchantments while under its effects. Leveling up to 252 (unlocking all perks) would take a total of 809,475 XP. Fortify Enchanting is a property of alchemical ingredients in The Elder Scrolls V: Skyrim.
This amount of XP is enough to level from 1 to 17, or from 194 to 195. As the highest leveled Dragon, Legendaries have an incredible amount of health and stamina and deal massive amounts of damage with their fire or frost breath attacks. Once you have reached Level 78, you can either roam around the region until you encounter a Legendary Dragon, or head to Archwind Point, an ancient Nordic tomb found west of Autumnwatch Tower, as it always spawns a Legendary Dragon so long as you are a Level 78.
